PR13 and Puerto Rico EEs

I'm looking for anyone who currently processes payroll for Puerto Rico and can provide direction with the proper setup of PR13.
We recently opened a facility there and we're uncertain if our translation of the Form 499 R-4.1 to the PR13 is correct. I've asked Lawson for a KB article to assist, but was told one did not exist. I looked at the BSI Quick Formulas and there appears to be amounts needed in either the Exempt Amount and Additional Amount fields for certain selections. We have EEs claiming Dependents, but their withholding is being deducted at a higher tax than it should be.
