For my company when there is a leap year and the annual hours change, all employees whether they are step and grade or not need to have their pay rate changed. In 2019 we had 1827 hours. In 2020 we will have 1834 hours so all pay rates need to be decreased by .383142%. Is a PA52.3(MHOUR) change/HR00.1 Annual hour change the correct procedure to handle this? Thank you for your input.
