Salary Structure Grade Default Rules not pushing down to Position and Work Assignment

The past couple of mass uploads we have done on our Jobs to change the Salary Structure Grade, we've noticed that the jobs to push the default rules (Default No Override) to Position and Work Assignment are skipped for a job or two.  Has anyone else had this occur when making job updates via ISD?  I saw a KB article with no resolution from 2018. I've checked timing of Salary Structure Iteration activation vs timing of upload with no glaring issue there.  This issue came to light recently, but the workset was completed back in August, so I can't easily check any Async jobs that failed (we don't save history and clean up/resolve/requeue any errors as they occur...typically).

We typically see it when there is a transfer entered and the effective date is prior to the Salary Structure and Grade being on the position. I would check the resource record and look at the audit log for the work assignment.
