KB 2096388 clearly states Infor will not allow an employee to choose tax exempt on the ESS W-4 form and that the employee should complete the paper form per the IRS instructions regarding this topic. We are allowing employees to do this and HR is updating the PR13 with the Tax Exempt flag = Y manually.
What we have found is that if the employee changes their mind and logs into ESS and completes a new W-4 form per the instructions, the PR13 does get updated with the new amounts the employee has chosen but the Tax Exempt flag remains Y and payments do not withhold any taxes. There is no way for the employee to see that they are still Tax Exempt.
I opened a ticket on this and Infor says this is working as designed and Tax Exempt additions and removals are now manual. We are considering using the IRS Lock feature when someone chooses Tax Exempt in order to force them to contact HR if they want to remove the exempt flag.
