PR299 Iowa transmission failing - Help!

We are trying to transmit our Iowa W2 electronic files and they are being rejected with the following error message:

RS record, if State Code 19 is reported in positions 3 – 4 and the 12-digit Iowa Withholding Permit Number reported in positions 256 – 267 is greater than zeros, then that permit must correspond to the Employer’s Iowa Business E-file Number (BEN) reported in the next RV record.

For anyone who does Iowa reporting, do you have any idea what we may be missing?

positions 256-267 is your account number and should match the account number listed on the first line, could be that your file is set up as 1016 positions instead of 512, I had only have 10 employees so it was easy for me to fix, you may have to break your file down by have your RW for employee A then at the end of the position 512, move your RS record for employee A to the second line and so forth - this can be done in notepad, you just have to make sure each line is only 512 positions. then i saved it as txt

Did you use the file delimiter option 2 - EFW2 512? And is your BEN set up in your PR27 (Topic W6)?

For our Iowa file I use Notepad to add our BEN number into the RV record positions 40-48. Then I hit end, and back space the blanks back to position 513.
