Monthly auto payment set up

We are considering moving away from reimbursing cell phone expenses via AP and submitted invoices. Rather we would like to pay eligible people a set amount once a month.

These employees could be on the weekly or biweekly pay cycle.  Don't really want to break out the amount by pay cycle as they shouldn't get a partial payment.  

We're trying to understand the most efficient way to set this up. Is anyone doing such a reimbursement and willing to share their best practice?

We set up a "Add to Net" deduction for phone reimbursement.  We are paid bi-weekly so we split the monthly reimbursement so they get it every pay.  A request is submitted to payroll which is approved by the director and the deduction is set up.   You could set up PR05 to just process on the first pay of the month and pay the whole amount on the first pay of the month.
