PR39 Uploading one time deductions

I am trying to upload benefit deductions in PR39, as a negative deduction. After uploading they are not included in my PR140. I believe the problem is the deduction code I am using is used every year so there is a start and an end date, except for the current year. The current year only has a start date. How do I get these deductions uploaded.

I upload to PR39 using the PR39.2 upload because it uses the current year deduction code

pr539 is my favorite way to upload into pr39. It is a simple csv file

We don't have a problem uploading. For some reason the system will generate arrears for example health insurance and then the next pay the arrears are gone off the PR39 but we did not collect. Have you ever ran across this?

Yes, typically they have been deleted. If several people have access to the screen users tend to delete them in order to process other actions. Arrears prevent users from completing most any other type of personnel action.
