BN149 Status Incomplete.
We have staff that on the BN149 Initial Assessment come up as incomplete. As I understand it these are the staff whose employee length of server is too short to be measured and at a future month there LOS will allow for an initial assessment. – Does this thinking sound correct?
What about new hires that start off with benefits, how are people reporting them ?

update - I am looking closer at the the proper use of the "Completion As of Date" option on BN149, but this does not seem to have an effect on the status.

Your thinking is correct. For new hires that start off with benefits, their actual choices will be updated. So if they took beneifts, they'd get the 2C safe harbor, if they waive, then your waive code will show. If they are delayed start for a month, then they should show as a 2D for the first month as it would be their limited non-assessment period.
In general, completion as of date should be the date of your most recent payroll end date.

For new hires who receive benefits prior to their measurement period, some show a Safe Harbor value of 2D for their waiting period months (30 days after the 1st of the month following hire), but some show blanks. I don't see anything different between the ones that show 2D and those that show blank. Does anyone know why this may be happening?
