Tax Withholding on Employee Self Service

We are currently on version 9.0.1.7. Our current set up does not allow employees to claim exempt for either Federal or State taxes via ESS - they need to contact our Payroll department to do this. I'm wondering if anyone has their ESS set up to allow employees to claim exempt for both Federal and State taxes via ESS? If so, what version are you on and did it require a customization? Thanks
