I have three users with the Administrator_ST role. One out of the three menu is different when you go to Resources->Resource and click on At-A-Glance. Does anyone know why this would happened?

Yes they all have ActorContext setup for HROrganization. That was one the first things I checked. Yes the user have access to AdminLite_ST role. So I remove it and waiting on the user feed back. So does Lite roles security rules wins out when it comes to security conflicts?
Other than the Admin_ST role, what other roles are assigned to these users? If any "Lite" roles are assigned, you should remove them.
Do all the users have the ActorContext set up for the HROrganization KeyField?
You should either use the Lite roles or the non-Lite roles (most clients only use the non-Lite roles as the Lite roles are used in a very rare and specific case). If you mix the Lite and non-Lite roles, you may see some missing items as the Lite roles may remove certain menus.
One of them probably has a personalization. You can verify this by going to UserMenu. I use Rich Client, unsure if you can access this from HTML5 yet. If you see a personalization with their name in the Actor column, that is why it is different for them. Delete the personalization (they will have to recreate), inactivate or manually update the LPL from this area to correct as needed.
