Connecticut Withholding Tax and PR13.1

We are setting up out-of-state configuration and training for employees outside of our home state of Arizona. We are working on PR13.1 and need guidance as to where the value in the highlighted field on the screenshot would be entered on PR13.1. How do we enter withholding codes? Reduced Withholding Amount: we have never entered negative numbers in the past.
