Waive Plans

We created waive plans for all our benefit types however we have never had a positive enrollment so any employee that has not used ESS or not filled out a form prior may not have a waive record for medical.
Do we need to create medical waive enrollments for each employee that does not have an HL plan enrollment record in order for the ACA reporting to work properly?

Yes, any time an employee is eligible for benefits, you need to have some sort of election, either a benefit plan or a waive.

When we have employees miss their eligibility window (for us it's 30 days), we waive all benefits, but also give them a user field called NE/NW No enrollment/No waive. This is how we support the waive, since we have no enrollment form to document it.

I am researching how to default enroll employees into a HL waive. I saw in the default by benefit type option. Does this work for employees who have a 30 day or more enrollment window?
