Retiree Benefit Plan for Retirees going on Medicare but spouse and or dependent continue under the p

Does anyone's plan follow this path for retiree's?
When a retiree is medicare eligible, the retiree is no longer eligible for the retiree benefit, but the spouse and are dependent remain eligible. When a retiree's benefit is ended, Lawson is automatically end dating the dependent records.
When we send to Blue Cross Blue Shield, they want the dependents to be sent under the retiree's ID. On our existing system, we can terminate benefits for the retiree, but leave the dependents active. It allows this.
How is anyone handling this scenario, if anyone has it in their plan.

If the retiree is a former employee and they are the first to become medicare eligible, then the dependents are no longer eligible for the retiree coverage and are offered Cobra.0
