ACA Measurement Assessment Periods

2 questions:
- You only need to run the Initial Measurement for New hires for 2014 and 2015 and not prior to that?
-In the standard Measurement setup, do you need to have the measurement period start date begin after the previous stability period ends or does this matter? I am trying to run a 3 month/1 month/ 6 month which has me overlapping. For example: Measurement start on 11/01/2014 and then stability thru 9/30/2015 but the next Measurement starts on 2/1/2015 and ends on 12/31/2015 but this cause the stability period to overlap. Suggestions/Insight?
