"Updated deductions exist, run PR115" error on new benefit plan

We are testing a new benefit plan and we were unable to run the PR140 due to the error message "updated deductions exist, run PR115". Payroll ran the PR115 on the two new deductions and the message displayed was "no employees found to update". What could be causing these error messages.
