Absence Mgt TemporaryEmployee tables Create action not available

There are suite of AM TemporaryEmployee business classes, I believe these are all of them

TemporaryEmployeeLengthOfServiceHours
TemporaryEmployeeServiceRecord
TemporaryEmployeeServiceRecordClose
TemporaryEmployeeTimerecord

Swagger API confirms all support a Create action.  Absense Management is enabled for the HROrganziation; I have the AbsenseMgAdmin role;  I have context and agent security but I am not able to access the form directly.  The lists load, but the Create icon is not visible.  I have been through every Absense Mgt config screen, but I can't figure out what I am doing wrong.

These are bare bones type of tables, ideal for our needs.

Does anyone have experience using these business classes ?

for all actions
when (Employee.IsNotEmployee)
is accessible
for all inquiries
unconditionally

Looks like If your are not an Employe you have access to the Create action.
But onl HR_Generalist and AbsenceAdmin have access to the class.
