RQC restrict access to items without using purchase class?

Hello, 

We are trying to find a way to restrict access to substitute items. Has anyone found a way to restrict what can be searched? 

We have a user field "Sub item for" and if it is not blank we want to keep users from searching for and ordering. 

Unfortunately our Purchase Class has been highjacked by an interface to EPIC and we can not use that.
