2016 Open Enrollment Changes

We do not use ESS. We did not install any of the ACA CTPs.
In our test environment I ran the BN105 and then attempted the BN531 to update benefit changes for 2016. This did not work as running the BN105 caused all our plans with premium or any other change to get a stop date of 12/31/15 and a new start date of 1/1/16. It was suggested that it is better to update the enrollments via BN531 before running the BN105. But when I tried that for 1/1/16 i got an error message that benefit plans do not exist. Is there a best practice for the order of operations when building new benefit plans or changing plans effective for the new year and also making enrollment changes to ee records for the new year?

We update our pended OE records and then run the BN105 for rate changes.
