Talent Acquisition - Hiring past Employees and Contractors with a GHR record through External Candid

We recently went live with Talent Acquisition and have run into an issue in rehiring past Employees and past and current Contractors that have a GHR record but are applying via the external candidate space. We don't provide access to internal Employee Space to contractors and of course past employees to not have access to to the system.
We have an indicator on the External applications that asks the question if they are a past Employee, but there is not a way that I am aware of to convert an External application to an internal candidate. We run in to the issue of Duplicate SSNs and the past information on the employees conflicting. We are trying to not make this a manual process of cancelling the external application then working with our Recruiting team to generate an internal application.
Has anyone dealt or resolved this issue?

Hi Herb -
For the external candidates, we use the rehire action and choose to update work assignment. This allows you to choose the employee from GHR so that you don't have duplicate information.
If we have a true internal candidate that applies externally, we do not process that application but instead attach them to the requisition as an internal candidate and process the internal application instead.
We add/hire Contractors through the GHR side, we do not process through TA, sorry can't help there!

Prior employees and non-employees (current contractors) applying for an employee position apply externally. We also have the question about if they have worked prior for us either as an employee or non-employee. Then we use the Rehire action to rehire them into GHR so we can select their record that already exists.
When you use the rehire action, you have the option of adding a new work assignment or updating the current work assignment. For current active non-employees (like volunteers or contactors) we use the add a new work assignment. For prior employees, we use the update work assignment option. Then there are no duplicate ssn as we only have one resource record per person no matter their Relationship to Org.
If an active employee applies as an external candidate, we request them to apply internally to the job posting. We also do not allow non-employees (contractors) to have access to internal Employee Space.
