We are calling ION API from External system except Postman , getting handshak_failure message .

If you are using Oauth 2.0 it will work for sure. It is the standard security mechanism used in IONAPI gateway. Nothing else is required to access an IONAPI.
we are using one of the integration tool e.g. Rhapsody it is throwing this handshake issue .
You mean no certs required for communication .
