Is it necessary/mandatory to have been created elements in Dimension "Accounts" to be able to create elements in Dimension "Group Accounts"?

It depends. If you want to use the built in TB load from the integration database or a file then yes as Account has a field to map to Group Account.
This is by far the best and safest way of loading data. Otherwise no.

We are implementing on-premise 2022-12. I couldn't get a clean publish unless I added the minimum requirement of one account for each type and a parent, even though I am only using consolidation and using a flat file to maintain my Consolidated account structure.

We tried to load directly in Group Accounts from a flat file, without having lloaded in "Accounts" and Infor didn´t allow us, Infor obligued to use "Accounts".
When you say "Otherwise", what is the other way to load "Group Accounts" without using "Accounts"?
The decision on whether to create a full set of accounts depends on how you load data. I strongly recommends loading via the integration database or a flat files rather than say with App Engine processes. Since this way of loading uses the account to group account mapping then accounts are required.
The otherwise is if say you load data via App Engine. I do not generally recommend this is you are totally responsible for the integrity of your load process.
OK, but our problem is that, how can we see the soldes in these necessary "Accounts"?
Do we need another Dimension for seeing these soldes?, for example called XDACCOUNT, then, will we need to do a double maintanance of these two Dimensions?
