My colleague Murty would like to join the user group but he does not have an iption to join. he can though seen the whole content, but he cannot add a new question.

I took me a while to figure it out at first but there is a little black bar at the bottom of the main page that you just have to click.
Not very intuitive and some of the community mods have taken to putting a huge red button on the landing page that says "Click Banner at the Bottom to Join".
