ACA - Retirees and Cobra
plancor
Hello. I've heard rumors that non-employees will be able to be manually loaded to the csv that is used to print the ACA forms. This will allow forms to be generated for non-employees. Can anyone confirm, deny, or clarify this? Thank you

Did you receive more information regarding this? I was planning on creating a plan for our COBRA recepients, but would much rather adjust the csv later - at least for 2015!

I think the above is true. Not sure how it will work but it is my understanding you will be able to create a mass file.

Hello, Will the ACA reporting programs use COBRA participants entered on BN70 and BN71?

Curious to see how other clients are going to handle COBRA and Retiree ACA reporting since the patch has not yet been issued for the BN991. We are using a 3rd party to print our W2's and 1095-C's and they need a file from us ASAP. Also curious to see how non-employee (family member of employee or spouse/ex-spouse) COBRA participant's are being reported.

Infor published a KB on 23 Dec 2015 for the ACA reporting of retirees. See KB 1679907

Thank you for sharing. I did see this already, but the solution is still "pending development" and is not yet available. We are using Ceridian to print our W2's and 1095's and have built an interface for this reason, so unfortunately, we still need to find a way to populate a table with offers AND enrollments for COBRA/Retiree's (they want this done by the end of this week, for testing next week) . I was able to pull COBRA participant information from crystal and modify the file to create offers, which loaded via BN529 and populated BN29 for COBRA employees. However, I can't find a way to populate current enrollment with COBRA/Retiree benefit plans and I don't know how to populate offers and enrollments for COBRA participants who are dependents of former employees (we do not tie the employee ID to the participant on BN71 & BN72). I know this is because the COBRA/Retiree benefit table is separate from employee benefit table, but I was hoping someone may know of a way to load this information to a table instead of having to wait for Infor to release BN991. Thanks.

During ACA presentation, Infor stated if Benefits are not logged in your system, such as COBRA, then use the BN597 to load your ACA Resources. The offers can then be viewed on BN95.1 and dependents on BN95.2.
You can reference the Infor ACA presentation (available in KB1677458, also attached). See pages 80-84.

Thank you so much! Loading COBRA/Retiree data as a "resource" definitely sounds like a work around we can use until BN991 is released. Thank you again!

Has anyone heard a potential release date for the ctp for officially handling COBRA/Retirees in BN991? I see all of KB's out there and am just itching to get this last piece of data completed to generate the forms!

Has anyone attempted to use BN597 to load Cobra participant information? Did this work for you?

With BN597 loading records to BN95 Resource screens, this note (below) was added to the 3 Resource KB's:
KB 1675727 How do I import an ACA Resource [BN597]? *
KB 1675729 How do I access an ACA Resource [BN95.1/BN95.2]? *
KB 1675732 How do I process an ACA Resource for ACA Year End Reporting (BN297)? *
Note: Data entered in ACA Resource (BN95) does NOT combine with HRM employee data [i.e HR11, BN32 data). The Resource BN95 screens and conversion program BN597 allows direct import of non-HRM data into the BN system database table for inclusion of non-Infor (Lawson) data for processing by the BN ACA year end programs BN297 and BN299. It does not require an Employee (HR11) record or a HL benefit enrollment.

There is a CTP (CTP108901, KB1685155) for BN991. But we outsource our cobra/retiree so we don't want to load our BN7x forms in order to use the BN991. So we uploaded a sample of the BN597 with 4 people and it worked. What do you need to know? You will need the form layout spreadsheet BNFL_9.0.1 for us) by going to Search > Browse Documentation at the Infor site. This gives you the column names you need. They did not say what the file should be named in the WORK folder, but I got that information from Infor: Input file name: ACARESCSV and if Dependents then ACADEPCSV. We did have to do some tweaking in the CSV, but we got it. (Our Benefits Specialist figured out later that we don't need to upload these since we are not self-insured.)

Thank you both so much for the information. We are self insured, so we will need this information. We currently house all of our Cobra/Retiree benefits info in a different system. We just learned they do provide a report from their system with the necessary information to create the 1095C's, so I am hopeful we can use BN597 to upload this data.
We have already printed our 1095'Cs for everyone else, so I was hopeful we could create an employee group to ties these people into and just run the BN297 file for only Cobra / Retirees. Am I thinking correctly, that I will be unable to do that option, since they are resources and do not tie into the HRM data?

You can run the BN297 for only those Outside resources if you use the BN597. If you check on that third KB article that was shared above it will tell you how. Basically, on the first tab of the BN297, you will choose Type Option - 4 Resource and that will create a file with only those outside resources I believe.

Has anyone figured out how to load cobra enrollments for the 1095c part III without doing the full cobra setup in Lawson of Cobra BN15 benefit and waive plans, BN70 records, etc? Is there a way using BN95 Resources or BN27.2 Overrides?
rhansalia
Our legal counsel has instructed us that a dependent that elects coverage (due to divorce, child turning 26, etc) will need to have their own 1095c generated. To preface, we are self-insured. Has anyone tackled this yet? Can it be done as a Resource, and if so, how do you get part III of the 1095c to populate?
sriman-shivakoti
did you look at BN95?
We looked at it but did not need to use it. I think we tested it and our BN department was happy with the results. So may things have happened, I can't remember them all.

You can load resources to BN95.1 and their dependents to BN95.2 using BN597. We encountered some file errors then decided to go a different route. In the process I logged an incident and Infor provided some detailed instructions and a file spec. If you are on v10 then you need to apply CTP 109172 to get the 2A offer code to work. See attached specs, instructions and CTP info.

More on Dependents on BN95.2 - There is a field specified in the layout to identify dependents. BN597 can process 2 files: ACARESCSV for resources and ACADEPCSV for dependents.

We tried to run BN597 for Dependents (ACADEPSCSV) and received the following error message:
Participant Dependent Error Messages
612790 3 IRS Participant record does not exist
Has any one received the same error? How did you resolve it?
manisht
I would expect that the offer code for COBRA would be 1H and then a 2A Safe Harbor Code but each time I run the BN597 to load in those codes I receive the following error:
Safe Harbor Code "2A" is not invalid
Can someone tell me if they encountered this too and what the resolve was?
Legacy Contributor
We had the same issue. We are on V10. CTP 109172 resolved the issue.
