Workflow - Can you setup a rule to monitor updates to a specific record?

I would like add into an existing workflow the ability to get notified when the want date has been changed. Is this possible?

If you select "and restart workflow here" and put a rule in place to email when the date is greater then 0 or something, it should work.

I've tried that and ran into a couple problems. First, I get notified everytime a work order is created. I tried to prevent this by adding a rule that states create date is not equal to 'today' but that didn't work.

Second, I can't seem to get the workflow to revaluate when the date is updated. It will only work the moment when I create the work order. It's a simple layout:

First step is set at "and restart workflow here" which is connected to the rule to check that the type is a work order, create date != "today", and desired want date > 0. Last is the notification step which is set at "never" to re-evaluate.
