Does the BSI Group Code that is on the HR11 control state unemployment experience rates that are set up in BSI? If not, what all is the HR11 BSI Group Code used for?

It controls what group the employee is considered to be in for the purposes of Group Overrides in Tax Factory - here is some outdated, i'm sure, info from their support site:

Maybe I am not thinking correctly on this but since this field can be used for various overrides, how do you assign more than one group to an employee on the HR11?

You don't really. Instead what you do is set up enough groups to cover all the possible combinations of over-rides that you might need to enact.
E.G. - You have two compatible tax overrides that you might need to apply to an employee, A and B.
If your employees could have A or B or both, then you'd need to create one group with just A set up for it, one group with just B set up for it, and then one group with both A and B set up on it.
