HR11 drill around issues, need "record level" in LS9 like LAUA

We have an issue with HR (HR11) drill arounds. We are trying to restrict users from seeing other users within their own department in HR. We would like to find a way to do something simliar to way we use "record level" in LAUA. I can restrict users using Element Group - HREMP using SEC-LOCATION, SEC-LEVEL but it will still allow them to drill around. Anyone experience this or have a resolution?

I think we did something similar to that using process levels. We put all of the HR people in a unique process level, and then implemented process level security so they could see all P/L's other than theirs. Of course, someone somewhere along the road (manager?) has to have access to that P/L to view data and make legitimate changes.
