BSI and PA LSTs

Is anyone have issues with Pennsylvania LSTs calculating incorrectly in BSI for employees that live outside of PA but work in PA? The municipal LST and school district LST are supposed to have a combined total of $52 for the year. But for these employees, BSI is calculating $52 for the municipal LST and $5 for the school district LST. BSI is not reducing the amount of the municipal LST when a school district LST is being paid also. This is an issue we had BSI TF 9.0 and continues through BSI TF 10.e.1.
