Please Endorse ER 105988 - Allow Benefits Admin and Admin to remove benefit enrollment stop date

Allow the removal of a benefit stop date, rather than just the updating of a benefit stop date, if there isn't a subsequent enrollment record. IE, Emplyoee John Doe is enrolled in health plan, effective 01/01/2024, and we accidentally add a stop date of 02/01/2024. We need to be able to remove this stop date. Current work around is to change the stop date to a date that is very far out in the future. But this messes up our reporting if we are looking for active benefit enrollments with no stop date.
