Requester can see RQC location templates on one pc but not another

This is more IT related but we have a requester at one of our physician clinics that can't see the RQC location templates on her pc. But when she uses someone else's pc the location templates appear as expected. Both pcs have the same version of the XML parser (4.20.9818.0 SP2). IT Desktop support says both pcs are set up the same but there must be some difference for this to occur. Anyone have an idea what else to look for?

We had this issue sporadically on Windows 7 images.
The package used to install the MSXML 4 is different than for XP somehow and of course needs to be run as Administrator on Windows 7.
We do this type of installs remotely or in a package push via SMS and sometimes it would not install correctly.
We would have to go into Program Install/Uninstall and do a Repair or sometimes uninstall completely and reinstall for it to work.

Was very frustrating and never understood why it would work sometimes and not others.
