Can you use a group range to access several groups in the pgemployee table within a cobol program?

You probably can but to be safe, I would create a group that included al the other groups you want to include and then just attach that group. That way any new group created that falls in your range, that shouldn't be included, doesn't getting picked up in error.

I'm not sure you can do ranges in the database APIs in COBOL like you can with DME calls.
Instead setup 88-levels in your working storage and check the group from the database against values from the 88-levels.

I don't have HR/Benefits but have you looked at using Matrix lists? MX10?
