Constructive receipt of income on Vacation time

We allow employees to cash out vacation and I am looking for a way to automate this process. Is there a way in the LP program that can move hours from current available bank to another bank that has already been taxed? I also need to tax a portion of the bank at year end before moving it to that bank. I'm just collecting information to present to the Labor Unions for options that we can manage.

Has anyone done this before?

Other than an LP70 or LP80 which would be manual, we like to build offsetting LP70 transactions in a text file using an Access macro (or other tool of your choice) and load them with LP570. That gives us lots of control in the process, and a chance to produce exception and audit trail reports with a click of a button.
