Benefit eligible employee, Incomplete status for Initial Measurement period

Does this sound correct to anyone? Our FT employees medical benefits begin on Day 1. Of course when I run the BN149 for initial measurement period I get Incomplete because we have a 12/2/12 measurement. Does the Incomplete status make a difference when reporting for the 1095-C and 1094-C? Is it necessary to ensure those that have benefit offers created reflect Eligible at some point?
