PR296 for New York State

We are looking to use the PR296 to send the new hires to New York State.  Our first "hiccup" is the Health Insurance available field, it is only yes or no and we have a PT threshold of 20 hours weekly before we offer benefits.  Does anyone have a similar problem and if so how did you get around it.

We have different eligibility also but have ours marked as Yes, it just means that your company has insurance available to staff, even though they need to meet certain criteria to get it, they know that when hired.
