I created enhancement 112151 today for the File Creation Utility (FCU) to be enhanced so that when using it to produce files based on changes in records, it takes the effective date of the change into account. Today, the FCU creates the record based on when the change is entered. Because of this, if you future date a change, the FCU sends the old record when the change is entered and never sends the new record.
