Create Option still visible

I have a Positions list to managers that restricts 'create' option yet it is still available.  Everything else that is restricted does not display.  We do not want them to have the 'create' option.  

Here is the configuration that is restricting everything and screenshot showing 'create' option is available.

It's possible there is a "Create Action" on the business class called something else that you aren't restricting. Try searching in the LPL Viewer on the business class.

For instance "ImportRecord" is a Create Action on the business class.
