UPLOAD CERT CODES TO PR13

We are a traveling show so we have LOTS of movement of employees. This requires LOTS of reciprocity rules each week. We would like to be able to upload cert codes to PR13. The system says "change complete" but nothing is changed on the form. Has anyone done such an upload successfully? Or if not might someone have some advice to get this to work? Thanks.
