BN990 - Blank Offer Code?

Is it correct that I would be getting a blank Offer Code on BN990?

BN49 - employee is 'Not Eligible'
BN32 - was enrolled in health as a part-time employee
Hours reduced and no longer eligible for our health plan
Was offered COBRA
BN32 - enrolled in COBRA waive plan

BN990 is showing blank offer code as of the beginning of the COBRA waive plan.

If they should have an offer code, would it be the offer code from the best plan or the offer code from the COBRA plan?
