Tracking benefit eligibility for employee transferring between entities

We have several process levels under one HR company. Some process levels different benefit plans than the parent company. How are other organizations handling benefit eligibility for these transfers? We currently use Benefit Date 1 for benefit eligibility. One of the problems we have encountered is sending the offer for enrollment in 401k. We use the Benefit Date 1 in a date range which works well for new hires but not transfers if their Benefit Date 1 does not change.

We have different process levels, too and we use the PL item as one of our criteria in our employee groups definition so once an employee transfers from one PL to another, they automatically fall out of the ineligible 401K group and become eligilbe for the 403B group. The enrollment rule ends the old plan and starts the new plan. NOTE: this is for the employer contribution only. Employees then have to make their own contribution election to the new plan. We let them know by email that this has happened and what their action steps are.
