Retiree benefits census information

I'm trying to figure out how to run customized census reports for our retiree benefit system. I am trying to run census reports and believe that HR Writer only pulls benefit info for active employees. I find that hard to believe! What am I missing??

I do not see it as n item on HR65. Maybe somone will correct me.
do you have add-ins? The infor appears to be in the PARTBEN table.
Have you tried any of the standard reports?
