Affordable Care Act - 2014 Compliance
Legacy Contributor
We are trying to determine what we need to do to be ready for our 2014 open enrollment so that we are compliant with the ACA. Lawson support has indicated that no system changes have been made at this point. I am curious as to how others will be using Lawson to be sure you are compliant with all the requirements due to the ACA. For example, benefit plan setup, reporting hours, etc.
Thanks,
Rhonda

We are also doing research on how to handle this. I would love info as well, but do not have anything to share yet

Here is what we are considering, but it is only the tip of the iceberg.
Create a new HL Eligibility employee group for the 2014 HL plan(s). Currently, the eligibility group selects by employee.emp_status = 'FT' (full time employees) + some other FT related status codes that we use.
New Eligibility based on:
0) Keep existing emp_status in (FT,...,etc)
1) Include also employees where employee.total_fte >= 0.75
2) Create a new employee user field BNSTATUS and include also employee where BNSTATUS = 'FT2014'
Process:
In October 2013, run a lookback extract for FY 2013.
Extract non-FT and non-Total FTE >= 0.75 employees where there average weekly hours worked exceeds 30.
Set their BNSTATUS user field value to 'FT2014'
Set up the 2014 HL plans to use the new eligibility group.
Thus, non-fulltime employees who averaged 30 or more worked hours per week in FY 2013 will be eligible to enroll in the HL plan for 2014 during November 2013 open enrollement.
This design addresses only one aspect of the Affordable Health Care act, i.e., the yearly lookback by fiscal year and using the "administrative period" to then offer HL for the next calendar year.
The overall idea is to use a new BNSTATUS user field to contain the explicit benefits eligibility status for employees who would not have otherwise qualified for coverage because the existing employment status is no longer sufficient under the new rules. We also plan to use the Total FTE value.
