LTM Candidate with 2 Identical Credentials

When you try to Hire them it errors out as a duplicate in the EmployeeCredential BusClass. I deleted in TM the Credentials in CandidateCredential and then moved them to Hire and then tried to Hire again. Same error. Checked the JobApplicationCredential it was good.

Any idea how to Hire this person now without re-creating an entire applicant?
Is is safe to do a SQL Delete on all Candidate and JobApplcation Credentials?
Is there something else I'm missing?
