Process Level security

Hello, I hope this is the correct community for this question. We recently added a new HR process level to our HR company. I need to be able to restrict certain HR people to only those people in that process level. I have a PROCLEVEL rule setup, but as I understand it that only restricts if the process level is on the screen. What if it is not?

This is the rule we use against HREMP.

This works successfully for us.
