2015 Implementation / 2016 ACA Processing Timing Question

Through my testing it does not seem necessary to complete the 2015 offers prior to pulling in and processing employees 2016 elections through Open Enrollment this year. Are other people under this impression or is this a mistake to begin running the BS531 and BN531 and create the ACA offers for 2016 elections prior to recreating all of 2015's offers first?
