IPA to create the LDAP user, then the Infor S3 and TM users/actors

Is anyone using a system command of sorts to 'create' the network LDAP record before the S3/TM users?
We are new customer and struggling with how to automate the creations of the Infor accounts on both TM and S3 for payroll /benefits.
Simply from the 'core' basic requirements for all employees to be able to get to employee space, manager space, ESS on payroll side
... ie, the creation of the user, the context, the actor, the association with employee id agent, candidate, etc
Any insight would be greatly appreciated

I watched a webinar today which cover the creation on the actual INFOR stuff, but since we are LDAP bound, we will need to have the 'network' AD created first.

I only create the S3/LSF user and the LTM actor/roles/context and agents link.
I leave creating the AD to our AD people.
It is not necessary to create the AD first. The account can be dormant until the AD is created.
We have different rules for creating email addresses that are not automated or are difficult to automate so automatically creating AD is at best iffy.
Such as, what to do when someone already has the email address that would normally be assigned to that person. (we use first.last@ourbusiness.com).
Our AD rules to create that email when it already exists is "murky" at best too.
I send my data file of the users I create in LSF/LTM to our AD people and they manually create them. I throw in extra data in the file to help them create the AD.
