Waiting for unapproved time

We were wondering if there was a way to create new timecards, without waiting for the old ones to be approved. Right now we have to wait until everyone in the company approves the old timecards, before we create new ones. This is creating an issue with Part-Time employees because part of their time is in the new timecard & they may have only 1 day to get it entered before I query the time for the current pay period. Some of them don’t get their time in. Is this a possibility?
