Waive plan

We did not have a waive plan for 2015. We are of the understanding that we need a waive plan in order for an offer to appear on the BN29 that they declined health coverage.
Can anyone give us tips on how to set this up?
Do you use an employee group and a criteria set up to look at a field on the HR11 to pull the employees into?

Thank you for this BN215, this is very helpful! I am still trying to understand how I get the employees to go into this group. Do you manually add their badge numbers to get them to flow into the waive plan?

I included all benefit eligible employees using FTE.

I'm sorry. I'm doing payroll and realized I did not answer your question correctly. If you do not have a lot for the waive plan, you can do them manually through BN31.2 but if you have a lot , I would suggest using addins to upload them into plan. I have not completed mine, but this is how I am going to do it.
