New Options Rates not displayed in ESS

I can't figure out why the new Option Rates I added to an existing plan appear on the BN17.1 and BN19.1, but are not displayed in ESS enrollment. The set up in production is exactly as it is the test environment, so I don't know what the issue is. Has anyone had such a problem and, if so, how did you resolve it?
