Reports include xml tags for field names

In one of our 9.0.1.13 envs almost all reports are including what looks like xml tags near the column header and footer of the report body. The rpt.cfg file matches all other envs where the issue does not exist. Anyone seen this before or know of other files that might control this behavior?
