Sick Leave Bank Leave Plan Benefit, HR, Payroll or Benefit?

Wondering if anybody out there has a benefit like ours called Sick Leave Bank where you donate 3 sick days to this plan and in return you can receive up to x? amount of days for catastrophic absences and if so, who and how do you handle this?

We have a Sick Bank LP plan. The plan is set up to accrue a given number of hours on the first cycle of an eligible employee's employment. No other accruals occur. (Our employees don't donate any time - the plan was set up years ago in exchange for an across the board reduction in Sick time accruals. Time in the Sick Bank can only be taken in specific situations.)

When you take that time in those specific situations, how does that leave plan get decremented in order to pay the employee? Does your Benefits department manually do this? Does Payroll? Basically, who audits this leave plan?

The Sick Bank plan is tied to a Service Code/Pay Code that decrements the plan. Either the employee or HR will add this pay code to their time sheet (ie PR35.2). Each pay period, HR reviews any entries taken using this pay code prior to PR being completed.
