Florida Unemployment - 403b Taxation

Can anyone tell me whether 403b deductions are non-taxable for Florida Unemployment Employer wages?

TaxFactory is set up to reduce the FL UN ER wages by the amount of the 403b employee contribution (non-taxable). However, information we received elsewhere indicated that 403b contributions should be treated as taxable and should not reduce taxable wages.

How are others handling?
